Call for Experts: Anticipated MCA-Indonesia II MSME Finance Project

Location: Indonesia | Anticipated long- and short-term opportunities

DAI is seeking expressions of interest from experienced Indonesian and international experts for an anticipated Millennium Challenge Account-Indonesia II (MCA-Indonesia II) initiative focused on strengthening Indonesia's micro, small, and medium enterprise (MSME) finance ecosystem.

About the Anticipated Project

Under the Indonesia Infrastructure and Finance Compact, MCA-Indonesia II is exploring an integrated approach to address the structural gap between MSME readiness, market participation, and access to finance. The anticipated initiative would combine sector-focused MSME development, market and value-chain integration, FSP capacity strengthening, and financing mobilization to create a continuous pipeline of market- and finance-ready MSMEs.

Experts and Technical Skillsets Sought

We welcome expressions of interest from senior and mid-level professionals with expertise in one or more of the following areas:

  • MSME Finance & Financial Sector Development: MSME lending, FSP institutional strengthening, credit and risk assessment, cash-flow-based/non-collateralized lending, MSME portfolio management, product development, and financial inclusion.
  • MSME Development & Business Advisory: enterprise diagnostics and segmentation, business and financial management, productivity improvement, credit/investment readiness, entrepreneurship, and delivery of business development services at scale.
  • Market Systems, Value Chains & Market Access: sector and value-chain analysis, buyer and aggregator engagement, supply-chain integration, commercialization, quality/certification, and finance-plus-market approaches.
  • Financing Mobilization & Innovative Finance: wholesale and commercial finance, blended finance, supply-chain and embedded finance, fintech, alternative credit scoring/data, and partnerships linking FSPs to sources of capital.
  • Digital Transformation & Data: digital financial services, MSME/FSP digitalization, digital onboarding, alternative data, portfolio analytics, platforms, and systems for tracking MSMEs from capacity building through financing.
  • Private Sector & Strategic Partnerships: engagement with financial institutions, corporations, aggregators, industry associations, government institutions, digital platforms, and other ecosystem actors.
  • Gender & Inclusive MSME Development: approaches addressing constraints faced by women-owned and underserved MSMEs and integrating inclusive practices into market access, business development, and finance.
  • Local Capacity Building & Institutional Strengthening: development of local business service providers, associations, cooperatives, aggregators, and other partners; training-of-trainers and sustainable local delivery models.
  • Monitoring, Evaluation, Learning & Adaptive Management: results frameworks, performance-based contracting/P4R, financing-outcome measurement, portfolio and pipeline tracking, learning systems, adaptive management, and data-driven decision-making.
  • Program Leadership & Operations: leadership of large, complex economic growth/MSME programs; stakeholder coordination; technical integration; operations, finance, compliance, and performance management, ideally in MCC or other major donor-funded environments.

Preferred qualifications: Demonstrated experience in Indonesia and/or comparable emerging markets; strong knowledge of MSME and financial-sector ecosystems; experience working with private-sector and government stakeholders; and a track record delivering measurable, commercially sustainable results. Bahasa Indonesia capability and deep knowledge of the Indonesian MSME/financial-sector landscape are particularly valued.
