Job Description:
Policy, Standards & Governance
- Own and update AML/CTF policy, standards, and procedures; define decision rights, approvals, roles & responsibilities (RACI).
- Run governance forums/committees; maintain the AML control library and control taxonomy.
Enterprise AML Risk Assessment (ML/TF Risk Assessment)
- Lead annual and ad‑hoc AML risk assessments; define methodology, inherent/residual risk scoring, and control effectiveness.
- Produce enterprise and business‑unit risk profiles with action plans and timelines.
Control Assurance & Testing
- Oversee AML control design and effectiveness testing (KYC/CDD, EDD, PEP/sanctions screening, TM alert handling, SAR/STR).
- Track findings, agree remediation, validate closure, and report status to senior management/boards.
Regulatory Compliance & Exam Readiness
- Monitor regulatory changes; assess impact and drive timely implementation of new/changed requirements.
- Coordinate responses to regulators and external/internal audits; maintain exam‑ready artifacts and evidence trails.
Sanctions & Screening Governance
- Govern sanctions/PEP/adverse media screening standards (lists, thresholds, match disposition, escalation, and reporting).
- Oversee tuning, effectiveness reviews, and periodic model validation (where applicable).
Transaction Monitoring (TM) & SAR/STR Oversight
- Define TM governance: scenarios, thresholds, periodic tuning, QA and QC, backlog and timeliness SLAs.
- Ensure SAR/STR processes meet timeliness, quality, and confidentiality obligations.
CDD/KYC Lifecycle Oversight
- Govern onboarding, periodic/trigger reviews, EDD for high‑risk customers, beneficial ownership, and risk scoring.
- Oversee documentation standards, exceptions management, and data quality requirements.
Third‑Party/Vendor & Change Governance
- Embed AML requirements in vendor due diligence, contracts, and SLAs; oversee managed services performance.
- Review new products/changes (NPAC/NPPR) for AML risks; ensure controls are designed into processes and systems.
Data, Models & Technology Enablement
- Set data quality, lineage, retention, and access standards for AML; sponsor improvements to TM/screening/KYC platforms.
- Govern model documentation, tuning, back‑testing, and validation (including ML/AI use cases, where applicable).
Training, Awareness & Culture
- Define AML training curricula by role; track completion; run targeted refreshers based on incidents or regulatory changes.
- Promote speak‑up culture and ethical behavior aligned to AML obligations.
MI, Reporting & Issues Management
- Deliver MI/board packs on risk posture, alerts/volumes, backlogs, SAR/STR, QA/QC results, remediation, and regulatory change.
- Maintain a robust issues log with risk rating, owners, milestones, and verified closure.
Job Requirement:
- Bachelor's degree in Law, Business, Finance, Risk, Economics, Criminology, or related field; postgraduate is a plus.
- Professional certifications strongly preferred: CAMS (ACAMS), ICA (AML/Financial Crime), CFE, or equivalent compliance credentials.
- 7–10+ years in AML/Financial Crime Compliance, with governance/assurance responsibility in a regulated institution (banking, insurance, payments, fintech).
- Hands‑on experience with policy design, enterprise AML risk assessment, control testing, remediation management, and regulatory exams/audits.
- Exposure to sanctions governance, TM model governance/tuning, KYC/CDD lifecycle, SAR/STR processes, and data/reporting.
- Proven cross‑functional leadership working with Compliance, Legal, Risk, Operations, IT/Data, Internal Audit, and external vendors.
- Deep knowledge of AML/CTF laws and standards (e.g., risk‑based approach, CDD/EDD, PEP/sanctions, TM, SAR/STR, record‑keeping).
- Familiarity with governance frameworks, control libraries, three lines model, issues/risk management, and assurance methodologies.
- Understanding of AML technology (TM platforms, screening engines, case management, KYC utilities), data quality, and model risk concepts.
- Strong documentation skills (policies, procedures, RCSAs, MRAs/MRFIs responses) and MI/reporting for senior committees/board.
- Awareness of privacy, data protection, cybersecurity, and outsourcing/third‑party risk requirements as they intersect with AML.
